The Commission will hold a public hearing commencing on 16 June 2003 at 9:30 a.m., at the Shaw Conference Centre, 9797 Jasper Avenue North West, Edmonton, Alberta, to consider the following. The intervention deadline is 22 May 2003.

Applications by CHUM Limited for a licence to operate an English-language television station in Edmonton, with a rebroadcasting transmitter at Red Deer, and an English-language television station in Calgary.

 

The new Edmonton station would operate on channel 56C with an effective radiated powerof 810,000 watts. The Red Deer rebroadcasting transmitter would operate on channel 58C with an effective radiated power of 720,000 watts.

 

The new Calgary station would operate on channel 38C with an effective radiated powerof 340,000 watts.

 

Each station would broadcast at least 20 hours per week of local programming. The applicant has also identified a programming emphasis on English-language multicultural or cross-cultural programming.

 

The Commission will only proceed with this application at the public hearing if advised by the Department of Industry, at least ten days prior to the hearing, that it is technically acceptable.

Application by Global Communications Limited (Global) to amend the licence of television station CKRD-TV Red Deer by disaffiliating from the CBC network, adding transmitters in Edmonton and Calgary, and deleting the service of the transmitter in Coronation.

 

The transmitter in Edmonton would operate on channel 23 with an effective radiated power of 1,162,100 watts.

 

The transmitter in Calgary would operate on channel 23 with an effective radiated power of 652,200 watts.

 

The applicant's local service to Red Deer would not be affected by approval of these amendments.

 

New programming would be developed to reflect the Alberta aboriginal peoples, and ethnic programming would serve the entire coverage area. The balance of the schedule would be comprised of Canadian and foreign programming similar to the Global programming offered over CHCH-TV Hamilton.

 

Except for commercial time during the aboriginal and ethnic program periods, local advertising would not be solicited in Edmonton and Calgary.

 

If the disaffiliation contemplated by this application, application No. 2003-0305-8 (item No. 3 below), and a relevant application submitted by the CBC were all to receive the Commission's approval, Global would be able to transfer the existing transmitting equipment of CKRD-TV-1 Coronation and CITV-TV-1 Red Deer to the CBC. This would permit the CBC to provide its complete service to the areas affected. Area residents currently receive a partial CBC schedule from its affiliate CKRD-TV Red Deer and the latter's rebroadcasting transmitter, CKRD-TV-1 Coronation.

 

The Commission will only proceed with this application at the public hearing if advised by the Department of Industry, at least ten days prior to the hearing, that it is technically acceptable.

The licensee proposes to amend its licence in order to change its channel from 10 to 2 and to decrease the effective radiated power from 180,000 to 15,930 watts.

 

The station's local programming would not be affected by this amendment.

 

If this application, the disaffiliation contemplated by application No. 2003-0197-9 (item No. 2 above), and a relevant application submitted by the CBC were all to receive the Commission's approval, Global would be able to transfer the existing transmitting equipment of CKRD-TV-1 Coronation and CITV-TV-1 Red Deer to the CBC. The applicant proposes to offer a general interest video-on-demand service, largely composed of feature films. French-language programming will comprise approximately 5% of the product offering.

 

In accordance with the Commission's VOD policy, VOD licensees are required, by condition of licence, to contribute a minimum of 5% of the annual gross revenues earned by its VOD programming undertaking to an existing Canadian program production fund administered independently of its undertaking. As an exception to the Commission's VOD policy, the applicant proposes to contribute a minimum of 5% of the annual gross revenues earned by its VOD programming undertaking to Community programming.
