PREAMBLE
|
|
At the 26 May 2003 public hearing, the Commission will examine applications to renew the licences of the 22 specialty television services approved in September 1996. These applications are items 1 to 22 in Part A of the notice of public hearing.
|
|
The Commission intends to consider the following issues, among others, at the hearing and invites interested parties to comment on any issue.
|
|
Wholesale rates
|
|
The Commission will examine any proposed increases in the monthly wholesale rates charged to distributors, where the service is carried as part of the basic service. The Commission will also examine the criteria to be used in setting wholesale rates.
|
|
Canadian programming and expenditure commitments
|
|
The Commission will examine the appropriateness of increasing the licensee's contributions to Canadian programming, in terms of the exhibition of Canadian content and/or expenditure commitments, where existing commitments to Canadian programming and/or to Canadian programming expenditures are low in relation to other specialty services, or where the financial situation or nature of service warrants it.
|
|
Changes to nature of service definitions
|
|
The Commission will examine proposals to amend nature of service conditions of licence that would appear to represent a significant shift, to ensure that such amendments are consistent with the Commission's one-per-genre policy and its objective of programming diversity.
|
|
Dealing with programs received across time zones
|
|
In its Policy on violence in television programming, Public Notice CRTC 1996-36, 14 March 1996, the Commission encouraged programming undertakings whose signals are distributed over various time zones to be sensitive to their viewers in western time zones when scheduling programs. The Commission will examine the mechanisms and policies licensees have in place to ensure that programming intended for adult audiences respects the watershed hours of 9 p.m. to 6 a.m. in all time zones.
|
|
Service to persons who are visually impaired
|
|
A number of licensees have indicated that there are technical issues that currently constrain the ability of distributors to pass through or otherwise make available described video programming that specialty services provide in a closed format. The Commission will wish to explore solutions to these delivery issues. The Commission will also explore appropriate commitments to the broadcast of described programming as well as alternatives for making television programming more accessible to persons who are visually impaired.

|
Closed captioning
|
|
The Commission will examine each licensee's commitment to closed captioning to ensure that it is in keeping with the Commission's objectives, as well as the steps the licensee is taking to ensure the quality, reliability and accuracy of its captioning.
|
|
Cultural diversity
|
|
The Commission will examine the ways in which each licensee contributes to a broadcasting system that accurately reflects the presence in Canada of cultural and racial minorities and Aboriginal peoples in keeping with the Commission's objectives in this area.
|
|
Independent and regional production and regional reflection
|
|
The Commission will explore the licensees' commitments to independent production, as well as their contributions to regional production and reflection.
