Re: Bell Canada Tariff Notice No. 6621A - Optical Links Arrangements

We have received a letter dated 30 September 2003 from Allstream Corp. on behalf of itself and Call-Net Enterprises Inc. (collectively, the Competitors) regarding the above-named Tariff Notice. We note that in Competitor Digital Network Access service proceeding, Telecom Public Notice CRTC 2002-4, dated 09 August 2002 (the CDNA proceeding), the Commission determined at paragraph 46 that, given the relevance of Bell Canada Tariff Notice (TN) 6621 to the definition of the final CDNA service, parties would have the opportunity to file comments on TN 6621 in the context of the CDNA proceeding. Since Bell Canada TN 6621A amends TN 6621, this procedural determination applies equally to TN 6621A.

The Commission intends to issue a letter in the near future to establish the timeframes for filing final comments and reply comments in the CDNA proceeding. These submissions will be considered by the Commission in rendering its final decision on TN 6621, as amended. The Competitors' 30 September 2003 submission will thus be treated as a final comment (filed in advance of the filing date) and Bell Canada will have the opportunity to respond to that comment in the process to be established.
