CIDC-FM Orangeville - Licence renewal and amendment

1.

The Commission renews the broadcasting licence for the radio programming undertaking CIDC-FM Orangeville, from 1 September 2003 to 31 August 2010.

The Commission received one intervention in connection with this application, which contained 157 letters of support.
 

Support for Canadian talent development

In Approval of a licence amendment for CIDC-FM - relocation of transmitter and decrease in power, Decision CRTC 2000-275, 28 July 2000 (Decision 2000-275), the Commission approved an application by Dufferin Communications Inc. (Dufferin) to relocate the station's transmitter and decrease the power. The authority granted in that decision had the effect of shifting the station's 3 mV/m and 0.5 mV/m signal contours eastward towards Toronto, expanding the size of CIDC-FM's potential audience. In Decision 2000-275, the Commission advised the licensee that the Commission intended to review at licence renewal what would constitute an appropriate contribution to the support of Canadian talent development (CTD) by CIDC-FM, in view of the increased size of the station's potential audience.

In its renewal application Dufferin proposed to delete its existing condition of licence related to the support of CTD. That condition required the licensee to make payments to third parties involved in CTD at the level identified for it in the Canadian Association of Broadcasters' (CAB) Distribution Guidelines for Canadian Talent Development (CAB CTD plan), which for the market of Orangeville represents an annual expenditure of $3,000. The licensee proposed instead a condition of licence that would require it to spend $27,000 annually on local CTD initiatives. The licensee indicated that all of the initiatives would focus on the Orangeville local market talent.
 

The Commission's analysis and determination

The Commission notes that the CTD contribution of $27,000 proposed by the licensee is the same level of support stipulated in the CAB CTD plan for licensees of radio stations in large markets, including Toronto. The Commission is satisfied that the CTD contribution proposed by Dufferin recognizes CIDC-FM's improved access to the audience within the Greater Toronto Area (GTA). The Commission therefore approves the licensee's request to delete the existing condition of licence related to Canadian talent development, and replace it with the proposal noted above. The text of the new condition of licence related to CTD is set out below.

The Commission reminds the licensee that all local CTD initiatives must meet the criteria for direct costs outlined in Appendix I of An FM Policy for the Nineties, Public Notice CRTC 1990-111, 17 December 1990.
 

Local Orangeville programming orientation

In Decision 2000-275, in approving Dufferin's application to relocate its transmitter and thereby access audiences in Toronto, the Commission noted that Dufferin argued that its access to a larger potential audience would have no impact on its commitment to maintain a local Orangeville orientation in its programming. In that decision, the Commission noted its satisfaction that the larger potential audience would enable the licensee to strengthen the local service it provides to residents of Orangeville and the surrounding area. The Commission notes the licensee's commitment to continuing its longstanding Orangeville programming orientation.
 

Issuance of the licence

The licence will be subject to the conditions set out in New licence form for commercial radio stations, Public Notice CRTC 1999-137, 24 August 1999, with the exception of condition of licence 5 relating to Canadian talent development. The licence will also be subject to the following conditions of licence:
 
  • In each year of the licence term, the licensee shall contribute $27,000 to specific direct Canadian talent development initiatives. Sample CTD contributions include $20,000 for the Summer Rush Concert, $2,500 to the Orangeville Highland Rotary Club Canada Day Celebration, $2,500 to Theatre Orangeville and $2,000 to the Orangeville Kinsman Club Santa Claus Parade.
 
  • The licensee shall broadcast programs received from studios located at Etobicoke, Ontario.
 
  • The licensee is authorized to use a Subsidiary Communications Multiplex Operations (SCMO) channel for the purpose of distributing ethnic programming in the German language.
 

Employment equity

In accordance with Implementation of an employment equity policy, Public Notice CRTC 1992-59, 1 September 1992, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
