Licence amendment for The Green Channel - addition of a program category

The Commission approves an application to amend the licence for The Green Channel by adding to the list of program categories that may be broadcast by the service.

The Commission received an application by WETV Canada Corporation to amend the broadcasting licence of the national English-language Category 2 specialty television service, The Green Channel (formerly WETV Canada), in order to add category 14 (Infomercials, promotional and corporate videos) to the list of categories from which the licensee may draw its programming.

The Commission did not receive any interventions in connection with this application.

In WETV Canada, Decision CRTC 2000-727, 24 November 2000 and 14 December 2000, the Commission imposed the following condition of licence defining the nature of service that The Green Channel could provide:

1. a) The licensee shall provide a national English-language Category 2 specialty television service devoted to programming about the environment and how human behaviour impacts the natural environment.

b) The programming must be drawn exclusively from the following categories, as set out in Schedule I to the Specialty Services Regulations, 1990: 1, 2a, 2b, 5b, 7a, 7c, 7d, 7e, 8c, 11, 12 and 13.

c) No more than 10% of all programming broadcast during the broadcast year shall be drawn from categories 7 and 11.

d) No more than 6% of all programming broadcast during the broadcast year shall be drawn from either category 7 or 11.

e) All programming from categories 7 or 11 shall be environment-related.

The applicant indicated that the addition of category 14 (Infomercials, promotional and corporate videos) will provide airtime for infomercials by companies that are promoting products and technologies that are environmentally friendly.

The Commission notes that most specialty services are authorized to broadcast programming from category 14, and finds no reason not to allow such programming to be broadcast by The Green Channel. Accordingly, the Commission approves the application by WETV Canada Corporation to amend The Green Channel's condition of licence 1. b) to read as follows:

The programming must be drawn exclusively from the following categories, as set out in Schedule I to the Specialty Services Regulations, 1990:

7a Ongoing dramatic series
7c Specials, mini-series, made-for-TV feature films

12 Interstitials
13 Public service announcements
14 Infomercials, promotional and corporate video
