  The CBC notes improvements in satellite feed technology that allows them to feed these communities the full CBNT program schedule out of St.John's.
  The Commission notes that the above-noted transmitters are presently licensed to the CBC as radiocommunication distribution undertakings (RDUs) which expire 31 August 2003. These transmitters currently rebroadcast the programming of the CBC Northern Television Service.
  Should this application be approved, the Commission will revoke the RDU licences issued to CBC.

  The licensee proposes to change the frequency from 100.9 MHz (channel 265LP) to 107.3 MHz (channel 297A), increase the effective radiated power from 50 to 2,800 watts, and to change the authorized contours resulting from the relocation of its transmitter 1 km northeast from its present site.
  The licensee wishes to increase the quality of the station signal so as to reach a vast tourist audience and to improve its signal quality in the greater Moncton area.
  As a result, the contours of the station will increase significantly.

  Application by Native Communication Inc. for an extension of the time limit to commence operation of two new transmitters of CINC-FM Thompson at Fox Lake and Lake Manitoba.
  In Decision CRTC 2000-32 dated 3 February 2000, the Commission approved the application to amend the broadcasting licence for the radio programming undertaking CINC-FM Thompson (the originating station), by authorizing the licensee to add transmitters at Fox Lake and Lake Manitoba, each operating on frequency 93.5 MHz, (channel 228LP), with an effective radiated power of 23.1 watts and 37 watts, respectively.
  The licensee is requesting an extension until 2 February 2004 to commence operation of these transmitters.
  The licensee states that the extension is necessary due to the fact that the funding applications for the construction of the above-noted transmitters have not yet been approved for this fiscal year ending in March 2003.
  The Commission notes that the current application represents the third request for an extension of time.
  The first request for an extension of time was granted from 3 February 2001 to 2 February 2002, in a Commission's letter dated 26 January 2001. The second request was granted in Decision CRTC 2002-63, dated 4 March 2002, and extended the time limit until 2 February 2003.

  The above-noted transmitters are presently licensed to the CBC as a radiocommunication distribution undertaking (RDU) which expires 31 August 2003. These transmitters currently distribute the programming service of CKOS-TV Yorkton, Saskatchewan.
  CKOS-TV was previously licensed to CTV Television Inc. (CTV) until the Commission approved, in Decision CRTC 2002-301, dated 10 October 2002, the purchase of this station by CBC and the addition of CKOS-TV to the licence of CBKT Regina as a transmitter of this station.
  For this reason, the CBC notes that it is no longer necessary to hold a separate RDU licence for these transmitters.
  Should this application be approved, the Commission will revoke the RDU licence issued to CBC.

  Applications by Superchannel Ltd. and MovieMax! Ltd. to amend the licences of the pay television programming undertakings known as SuperChannel and MovieMax!
  The licensees propose to add a condition of licence to vary the application of the prohibition against the distribution of programming produced by the licensee or by a related person as found at section 3(2)(e) and (f) of the Pay Television Regulations, 1990.
  Section 3(2)(e) and (f) of the Pay Television Regulations, 1990 provide that, unless authorized by condition of licence, a pay television licensee is not permitted to distribute programming, other than filler programming, produced by either the licensee or a person related to the licensee.
  Specifically, SuperChannel and MovieMax! propose to amend their respective licences by adding the following condition:

The licensee is authorized to distribute programming, other than filler programming, which is produced by the licensee or by a person related to the licensee, but such programming shall not exceed 25% of its Canadian overall programming schedule.
