Licence amendment for Book Television - The Channel - addition of a program category
|
|
The Commission approves an application to amend the licence for Book Television - The Channel by adding to the list of program categories that may be broadcast by the service.

The Commission received an application by Learning and Skills Television of Alberta Limited to amend the broadcasting licence of the national English-language Category 1 specialty television service, Book Television - The Channel (Book Television), in order to add category 12 (Interstitials) to the list of categories from which the licensee may draw its programming.

The Commission did not receive any interventions in connection with this application.
|

In Book Television - The Channel - a new specialty channel, Decision CRTC 2000-451, 24 November 2000 and 14 December 2000, the Commission imposed the following condition of licence defining the nature of service that Book Television could provide:

1. a) The licensee shall provide a national English-language Category 1 specialty television service that will feature magazines and talk shows, dramas and documentaries that are exclusively based upon printed and published works, and offered with additional programming that provides an educational context and promotes reading.
|
|
b) The programming must be drawn exclusively from the following categories, as set out in Schedule I to the Specialty Services Regulations, 1990:

2a Analysis and interpretation
2b Long-form documentary
3 Reporting and actualities
5a Formal education and pre-school
5b Informal education/Recreation and leisure
7a Ongoing dramatic series
7c Specials, mini-series, made-for-TV feature films
7d Theatrical feature films aired on TV
7e Animated television programs and films
7g Other drama
13 Public service announcements (PSAs)
14 Infomercials, promotional/corporate video

c) No more than 35% of all programming broadcast during each broadcast week shall be drawn from category 7.
|
|
d) No more than 30% of all programming broadcast during each broadcast week between 6:00 pm and midnight shall be drawn from category 7.
|
|
e) No more than 13% of all programming broadcast during each broadcast week shall be pre-school education, drawn from subcategory 5a.
|

f) No more than 5% of all programming broadcast during each broadcast week shall be drawn from subcategory 7e.

The Commission notes that most specialty services are authorized to broadcast programming from category 12, and finds no reason not to allow such programming to be broadcast by Book Television. Accordingly, the Commission approves the application by Learning and Skills Television of Alberta Limited to amend Book Television's condition of licence 1. b) to read as follows:
