Broadcasting Decision CRTC 2002-5

Ottawa, 24 January 2002

Radio McGill
Montréal, Quebec

Application 2001-0775-7
Public Notice CRTC 2001-117
22 November 2001

Licence amendment for CKUT-FM - use of the SCMO channel

1.

The Commission approves the application by Radio McGill to amend the licence for CKUT-FM Montréal, by adding a condition of licence allowing the licensee to use the subsidiary communications multiplex operations (SCMO) channel for the purpose of broadcasting a South Asian-language radio service (Hindi, Urdu and Punjabi).

2.

Programming broadcast using an SCMO channel is not accessible with standard radio equipment, and requires instead the use of a special receiver.

3.

The Commission's policy regarding services using the SCMO channel of FM stations is set out in Public Notice CRTC 1989-23. In accordance with that policy, licensees are expected to be fully accountable for the content of SCMO services broadcast by their stations.

4.

The policy also states that the Commission would be concerned if such a service were to have a negative impact on existing local conventional ethnic broadcasters. No such broadcaster opposed this application. The Commission is satisfied that this approval will not cause undue negative impact on existing local conventional ethnic radio stations.
