Licence renewal for ethnic radio station CHKG-FM |
|
1. | The Commission renews the broadcasting licence for CHKG-FM Vancouver, from 1 September 2001 to 31 August 2008, subject to the conditions specified in this decision and in the licence to be issued, as also set out in Public Notice CRTC 1999-137. |
Canadian talent development |

2. | The licensee will not take part in the Canadian talent development plan established by the Canadian Association of Broadcasters. Instead, the licensee will contribute $51,000 in direct cost expenditures on Canadian talent development during the first year of the licence term, and $28,000 in each subsequent year. This first-year contribution is a continuation of the licensee's five-year commitment to Canadian talent development made in its original application for a licence approved in Decision CRTC 96-288 dated 29 July 1996. A condition of licence in this regard is set out below. |
3. | In year one of the new licence term, the licensee will continue the contributions to FACTOR and the British Columbia Institute of Technology that it began in the current licence term. The licensee will also fund CHKG-FM's annual Canadian "Chinese Song Writers' Quest". For the remainder of the licence term, the licensee will direct its Canadian talent development expenditures primarily to the song writers' quest. |
4. | The Commission reminds the licensee that all direct cost expenditures involving Canadian talent development must comply with the criteria set out in Public Notice CRTC 1990-111, which describes initiatives generally accepted by the Commission. |
Conditions of licence |

5. | By conditions of licence, the licensee must : |
· broadcast a minimum of 100 hours of ethnic programming during each broadcast week; | |
· provide programming in each broadcast week directed to a minimum of 20 cultural groups in a minimum of 15 different languages; | |
· not broadcast any ethnic programmming directed to the Chinese community during the 6:00 a.m. to 3:00 p.m. period on weekdays; | |
· contribute $51,000 in direct cost expenditures on Canadian talent development in the first year of the new licence term, and $28,000 in each subsequent year. | |
6. | The licensee is authorized, by conditions of licence, to use subsidiary communications multiplex operations (SCMO) channels for the purpose of broadcasting the following services: |
· a predominantly Persian-language radio service; and | |
· a predominately Punjabi-language radio service. | |
Other matters |

7. | The Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources (Public Notice CRTC 1992-59). |
8. | The Commission acknowledges the concerns expressed in two opposing interventions and is satisfied with the licensee's response. |
