Ottawa, 20 April 2001 |

RENEWAL OF RADIO PROGRAMMING UNDERTAKING LICENCES DUE TO EXPIRE IN 2001 |
The Commission announces that it has received licence renewal applications for radio programming undertakings whose licences are due to expire in 2001. The licensees seeking renewal are listed in section 1 below. |
Some of these applications include amendments to add one or more conditions of licence. The proposed conditions of licence are identified by numbers in column 5 of the list set out in section 1. These numbers correspond to those appearing in the list of proposed conditions of licence set out in section 2. |
Some applicants have been noted in apparent failure to comply with regulatory requirements during the current licence term. The codes A to G appearing in column 6 of the list of applications set out in section 1 refer to the obligations which are the object of apparent non-compliance. These obligations are listed in section 3 with corresponding codes. |
Section 1 |
See Annex |
Section 2 |
1) Sex-Role portrayal |
"It is a condition of licence that the licensee adhere to the guidelines on sex-role portrayal set out in the Canadian Association of Broadcasters' (CAB) Sex-Role Portrayal Code for Television and Radio Programming, as amended from time to time and approved by the Commission. The application of the foregoing condition of licence will be suspended as long as the licensee remains a member in good standing of the Canadian Broadcast Standards Council." |
2) Station format |
"It is a condition of licence that this station not be operated within the specialty format as defined in Public Notice CRTC 2000-14, as amended from time to time." |
3) Canadian Talent Development |
"The licensee is required, by condition of licence, to make payments to third parties involved in Canadian talent development at the level identified for it in the Canadian Association of Broadcasters' (CAB) Distribution Guidelines For Canadian Talent Development, as set out in Public Notice CRTC 1995-196, as amended from time to time and approved by the Commission, and to report the names of the third parties associated with Canadian talent development, together with the amounts paid to each, on its annual return. The payments required under this condition of licence are over and above any outstanding commitments to Canadian talent development offered as benefits in an application to acquire ownership or control of the undertaking." |
4) The Canadian Broadcasting Corporation wishes to amend the conditions for the radio licences of "La Première Chaîne" and "La Chaîne Culturelle", listed in this Notice, with respect to the broadcast of Canadian music within categories 2 and 3, to calculate monthly the percentage of the French-language vocal music selections that it broadcasts rather than by broadcast week. |
5) The Canadian Broadcasting Corporation also wishes for the broadcast of category 2 music, to reduce the level of French-language vocal music from 95% to 85%, and to limit at 5% the English-language vocal selections. This reduction would be applicable to the radio licences of "La Première Chaîne" and "La Chaîne Culturelle, listed in this Notice. |
