Licence renewal for ethnic radio station CHKT |

1. |
The Commission renews the broadcasting licence for CHKT Toronto, from 1 March 2001 to 31 August 2007. The licence will be subject to the conditions specified in this decision and in the licence to be issued, as also set out in Public Notice CRTC 1999-137. |

The Commission is satisfied with the initiatives proposed by the licensee to reflect local issues and concerns over the new licence term. |
Canadian talent development |

The licensee will not take part in the Canadian talent development plan established by the Canadian Association of Broadcasters. Instead, the licensee made a commitment to contribute $28,000 each year in direct cost expenditures on Canadian talent development. A condition of licence in this regard is set out below. |

The licensee will direct this budget primarily to its annual Canadian "Chinese Song Writers' Quest" and "English Song Writers' Quest". Under these corporate initiatives, composers submit songs to the station. The licensee later records the best selections. In the third and each subsequent year of the new licence term, the licensee will produce the best songs on compact disc. |

In the first two years of the upcoming licence term, the licensee will also contribute to the production of an annual variety show highlighting multiculturalism. This show will be held as part of the Canadian National Exhibition and will be broadcast live on CHKT. |

The Commission reminds the licensee that all direct cost expenditures involving Canadian talent development must comply with the criteria set out in Public Notice CRTC 1990-111, which describes initiatives generally accepted by the Commission. |

The licensee acquired the station (formerly CKYC) in 1996 (Decision CRTC 96-659). As part of this transaction, the licensee made a commitment to spend $150,000 over five years in benefits, principally on scholarships to be administered by Ryerson Polytechnic University's School of Radio and Television Arts. |

In its licence renewal, the licensee provided details and a budget breakdown related to the fulfilment of its benefits expenditures. To date, it has spent close to $90,000. It plans to spend the balance in 2001. |
Conditions of licence |

9. |
By condition of licence, the licensee must: |

|
a) Mandarin - between 6 a.m. and 8 a.m. on weekdays; and |
|
b) Cantonese - between noon and 8 p.m. Monday through Sunday; |
|
|
|
Other matters |
|
10. |
The Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources (PN 1992-59). |
