Licence renewal for ethnic radio station CIRV-FM |

1. |
The Commission renews the broadcasting licence for CIRV-FM Toronto from 1 March 2001 to 31 August 2007, subject to the conditions specified in this decision and in the licence to be issued, as also set out in Public Notice CRTC 1999-137. |

It is a condition of licence that the licensee provide programming directed to a minimum of 9 cultural groups in a minimum of 9 different languages. |

The Commission is satisfied with the initiatives proposed by the licensee to reflect local issues and concerns over the new licence term. |

The licensee will not take part in the Canadian talent development plan established by the Canadian Association of Broadcasters. Instead, the licensee will contribute $3,000 per year for three years to establish a catalogue of Canadian ethnic recordings. This contribution reflects the commitment made by the Ontario arm of the Canadian Association of Ethnic Broadcasters and its member radio stations, as set out in Public Notice 1999-117. |

The licensee will also contribute $27,000 each year to various local Canadian talent development projects, including sponsoring local ethnic talent contests and scholarships as well as a $3,000 contribution to FACTOR. |

The licensee is required to adhere to these three commitments by condition of licence. |

The Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources (PN 1992-59) |
