In Public Notice CRTC 2000-112, dated 4 August 2000, the Commission announced that it had received licence renewal applications, including those for campus, and community radio programming undertakings with licences expiring 31 August 2000. In Decision CRTC 2000-293, of the same date, the Commission issued administrative renewals to 28 February 2001 for these licences as it was not able to rule on the renewal applications before the licences expired on 31 August 2000. |
The Commission wishes to clarify that the renewal applications for the campus and community radio programming undertakings listed in Public Notice 2000-112 included proposals for amendments of conditions of licence as outlined in Public Notice CRTC 2000-12 "Campus Radio Policy" and Public Notice CRTC 2000-13 "Community Radio Policy." Consistent with the approach described in both policies, the conditions of licence proposed in the renewal applications are to replace the licensees’ programming obligations currently set out as conditions of licence in their Promise of Performance. |
All licensees would continue to be subject to conditions of licence with respect to the adherence to the Broadcasting Code for Advertising to Children, the CAB Sex-Role Portrayal Code for Television and Radio Programming, affiliating or disaffiliating from the Canadian Broadcasting Corporation, operating on the basis of the contours and particulars contained in the approved application and that the licensee not use its Subsidiary Communications Multiplex Operation channel without the prior written approval of the Commission in order to distribute ethnic programs, where the time devoted to these programs represents more than 15% of the broadcast week and the licensee's service area overlaps an area already served by an ethnic station. |
The conditions of licence proposed for each type of campus, and community radio programming undertaking are as follows: |
CAMPUS STATIONS |
Community-based campus station |
- It is a condition of licence that the licensee devote, during each broadcast week, at least 25% of its programming to Spoken Word (content category 1) which is comprised of News (content subcategory 11) and Spoken Word - Other (content subcategory 12), as defined in Public Notice CRTC 2000-14, as amended from time to time. |
- It is a condition of licence that the licensee devote, during each broadcast week, at least two-thirds of its programming to station-produced programming. |
- It is a condition of licence that the licensee devote, during each broadcast week, a minimum of 5% of its musical selections to musical selections from Special Interest Music (content category 3), as defined in Public Notice CRTC 2000-14, as amended from time to time. |
- For English-language stations only, it is a condition of licence that the licensee devote no more than 10% of all the musical selections broadcast during each broadcast week to musical selections that qualify as hits, as defined in Public Notice CRTC 1997-42, as amended from time to time. |
- It is a condition of licence that the licensee broadcast, during each broadcast week, no more than 504 minutes of advertising (content category 5), with a maximum of 4 minutes in any hour of the broadcast week. |
Instructional campus stations |
- It is a condition of licence that the licensee devote, during each broadcast week, at least 25% of its programming to Spoken Word (content category 1) which is comprised of News (content subcategory 11) and Spoken Word - Other (content subcategory 12), as defined in Public Notice CRTC 2000-14, as amended from time to time. |
- It is a condition of licence that the licensee devote at least 4% of its programming during each broadcast week, excluding vacation periods, to News (content subcategory 11), as defined in Public Notice CRTC 2000-14, as amended from time to time. |
- It is a condition of licence that the licensee devote, during each broadcast week, at least 2 hours of its programming to formal educational programming that provides academic instruction. |
- It is a condition of licence that the licensee devote, during each broadcast week, at least two-thirds of its programming to station-produced programming. |
- It is a condition of licence that the licensee devote, during each broadcast week, a minimum of 5% of its musical selections to musical selections from Special Interest Music (content category 3), as defined in Public Notice CRTC 2000-14, as amended from time to time. |
- For English-language stations only, it is a condition of licence that the licensee devote no more than 30% of all the musical selections broadcast during each broadcast week to musical selections that qualify as hits, as defined in Public Notice CRTC 1997-42, as amended from time to time. |
- It is a condition of licence that the licensee broadcast, during each broadcast week, no more than 504 minutes of advertising (content category 5), with a maximum of 4 minutes in any hour of the broadcast week. |
As set out in the Campus Radio Policy, stations would no longer be subject to the sponsorship advertising restriction currently appearing in their Promise of Performance. |
Licensed carrier current stations |
Licensed carrier current stations will continue to be subject to the applicable regulatory requirements. The Commission will also require the licensees of such stations to adhere to the same advertising restrictions that apply to campus stations. |
COMMUNITY STATIONS |
Type A Community Stations |
- It is a condition of licence that the licensee devote, during each broadcast week, a minimum of 20% of its musical selections to musical selections from content subcategories other than the Pop, rock and dance subcategory (content subcategory 21), as defined in Public Notice CRTC 2000-14, as amended from time to time. |
- It is a condition of licence that the licensee devote, during each broadcast week, a minimum of 5% of its musical selections to musical selections from Special Interest Music (content category 3), as defined in Public Notice CRTC 2000-14, as amended from time to time. |
Type B Community Stations |
- It is a condition of licence that the licensee devote, during each broadcast week, a minimum of 20% of its musical selections to musical selections from content subcategories other than the Pop, rock and dance subcategory (content subcategory 21), as defined in Public Notice CRTC 2000-14, as amended from time to time. |
- It is a condition of licence that the licensee devote, during each broadcast week, a minimum of 5% of its musical selections to musical selections from Special Interest Music (content category 3), as defined in Public Notice CRTC 2000-14, as amended from time to time. |
- It is a condition of licence that the licensee devote, during each broadcast week, at least of 25% of its programming to Spoken Word (content category 1) which is comprised of News (content subcategory 11) and Spoken Word - Other (content subcategory 12), with an emphasis on community-oriented spoken word, as defined in Public Notice CRTC 2000-14, as amended from time to time. |
As set out in the Community Radio Policy, type B community stations would no longer be subject to the advertising restrictions currently appearing in their Promise of Performance. |
Amendment of Current Conditions of Licence Relating to Advertising |
Consistent with the licensees’ applications, the Commission will also consider amendments to the licences of community type B and campus radio programming undertakings to relieve them of their current advertising restrictions as set out in their Promise of Performance. These amendments would permit type B community, and campus stations to take advantage of the Commission’s new policy pending the issuance of the stations’ licence renewal (March 1, 2001). |
