Order CRTC 2000-996

Ottawa, 2 November 2000

  Centrex monthly extended area surcharge

Reference: TCBC Tariff Notices 4098 and 4098A

The Commission denies TCBC's request to offset the monthly surcharge related to the expansion of the Greater Vancouver local calling area with a $0.50 monthly rate reduction because TCBC did not file cost evidence to support a reduction in the Centrex rate.

1.

TELUS Communications (B.C.) Inc. (TCBC) proposed to reduce the Centrex per station monthly line rate by $0.50 for the exchanges in the Greater Vancouver Region where extended area local calling was introduced. TCBC intended the rate reduction to offset the monthly surcharge of $0.50 per Centrex station line approved in Telecom Order CRTC 99-1134 for local calling area expansion.

2.

TCBC requested interim approval, as it was unable to provide the supporting cost study at this time.

3.

As a second element of its application, TCBC sought ratification, pursuant to section 25(4)(a) of the Telecommunictions Act, for Centrex station monthly line rates charged other than in accordance with an approved tariff.

4.

The Commission denies the application, as TCBC did not file an imputation test to support the proposed reduction. The Commission directs TCBC to charge its customers the $0.50 tariff surcharge.

5.

TCBC filed its application on 29 August 2000 to revise Item 43, Centrex, of its General Tariff CRTC 1005. TCBC filed an amendment on 8 September 2000 to also revise Item 30, Private Branch Exchange - Centrex, of its Special Assembly Tariff CRTC 1020.
