1. Pursuant to Telecom Order CRTC 99-908, TELUS Communications (B.C.) Inc. (TCBC), formerly known as BC TEL, filed on 19 October 1999, an application for approval of revisions to the General Tariff pertaining to the creation of a common local calling area for all residents and businesses in the Greater Vancouver Region (GVR) of British Columbia. TCBC proposes to convert three existing one-way extended area service (EAS) routes into two-way routes, to add 81 new two-way EAS routes to the existing 87 two-way EAS routes in the GVR, and to introduce surcharges for the specific exchanges such that the surcharges apply only to those customers receiving expanded local calling. |

2. Specifically, residential subscribers living in the three central exchanges of New Westminster, Richmond and Vancouver will see a monthly surcharge on their telephone bill of $0.25 per line. A per line surcharge of $0.70 per month will apply to residential subscribers in 16 suburban exchanges. In addition, a monthly surcharge of $1.50 per line will apply to business customers, and a monthly surcharge of $0.50 will apply to Centrex customers in the GVR. |

3. Comments were filed by CrossTown Communications Inc., Call·Link Telesolutions on behalf of the Toll Free Callers Association and West Coast Teltech Ltd. TCBC filed reply comments on 29 November 1999. |

4. In reaching the determination herein, the Commission considered the comments received. |
|
|
5. In light of the foregoing, the Commission approves the application effective 1 May 2000. |
