Denied tariff for reverse directory service

Reference: TCI Tariff Notice 1063 and TCEI Tariff Notice 93

The Commission denies TELUS's proposed reverse directory tariff revisions for the provision of name and/or address information in response to a telephone number. However, the Commission approves the other aspects of the proposed tariff revisions.

On 20 July 1998, TELUS Communications Inc. (TCI) and TELUS Communications (Edmonton) Inc. (TCEI) filed proposed tariff revisions pertaining to their directory assistance services under Tariff Notices 1063 and 93 respectively.

Under these tariff notices, TCI and TCEI proposed to expand their existing directory assistance services to give listed name and/or address information when provided with a telephone number.

TCI and TCEI currently provide free telephone number information to persons calling from pay telephones. Both companies proposed to do the same for customers requesting address and/or name information.

TCI also proposed to remove references to the provision of service to Northwestel Inc. TCI stated that it no longer provides directory assistance to customers of Northwestel Inc.

Finally, TCEI proposed to further align its 411 directory assistance service with that of TCI by including a charge for TCEI corporate listing information.

On 9 September 1998, the Commission issued TELUS Communications Inc. and TELUS Communications (Edmonton) Inc. - Revisions to directory assistance services, Telecom Public Notice CRTC 98-23, inviting comments on the companies' proposals. It sought input regarding customer privacy issues related to the provision of name and address information in response to a given telephone number.

By letter dated 9 October 1998, the Public Interest Advocacy Centre filed comments on behalf of the Alberta Council on Aging, the Consumers' Association of Canada and the Fédération nationale des associations de consommateurs du Québec (ACA et al.). ACA et al. opposed the proposals on the grounds that they represented an undue invasion of customer privacy.

TCI and TCEI replied by letter dated 19 October 1998.

The Commission notes that, under the proposed tariffs, the name and address information that would be provided in response to a given telephone number is more detailed than has been approved in the past for this type of service. The Commission considers that the degree of detail in the information that would be provided is inappropriate in light of privacy concerns. Accordingly, the Commission denies the proposed tariff revisions as they pertain to the provision of name and/or address information in response to a telephone number.

The Commission approves the other aspects of the proposed tariff revisions.
