Further to its Notice of Public Hearing CRTC 1999-5 dated 30 April 1999 relating to its public hearing which will be held on 28 June 1999, at the Conference Centre, Portage IV, 140 Promenage du Portage, Hull, Quebec, the Commission announces the following:
THE FOLLOWING ITEM IS AMENDED AND THE CHANGES ARE UNDERLINED
Issue No. 1 - Item 18
SASKATOON, Saskatchewan
Application (199901765) by COMMUNITY RADIO SOCIETY OF SASKATOON:
a) to renew the broadcasting licence of the community radio programming undertaking CFCR-FM Saskatoon expiring 31 August 1999;
b) to amend the condition of licence requiring that the ethnic programming be directed to a minimum of 16 cultural groups in a minimum of 16 different languages. The licensee intends to reduce its service to 13 groups and languages; and
c) to adhere to the following condition of licence:
"It is a condition of licence that the licensee adhere to the guidelines on sex-role portrayal set out in the Canadian Association of Broadcasters' (CAB) Sex-Role Portrayal Code for Television and Radio Programming, as amended from time to time and approved by the Commission. The application of the foregoing condition of licence will be suspended as long as the licensee remains a member in good standing of the Canadian Broadcast Standards Council."
The Commission notes the apparent failure of the licensee to comply with section 8 of the Radio Regulations, 1986 concerning the provision of logger tapes.
The Commission notes the apparent failure of the licensee to comply with subsection 2.2(3) of the Radio Regulations, 1986 concerning the broadcasting of Canadian content of category 3 music.
The Commission notes the apparent failure of the licensee to comply with its condition of licence requiring that CFCR-FM air a minimum of 33% of Canadian content for category 2 music.
The Commission also notes the apparent failure of the licensee to comply with paragraph 9(3)(b) of the Radio Regulations, 1986 concerning provision of a music list.
The Commission expects the licensee to show cause at this hearing why a mandatory order requiring the licensee to comply with the above-mentioned Regulations and its condition of licence should not be issued.
