ISSUE NO. 2
The Commission will hold a public hearing commencing on 28 June 1999, at the Conference Centre, Portage IV, 140 Promenade du Portage,Hull, Quebec, to consider the following:

22. CHUM LIMITED (CIFX Winnipeg, Manitoba)
Pursuant to section 12 of the Broadcasting Act, the Commission calls CIFX Winnipeg to this public hearing, to inquire into, hear and determine whether a mandatory order should be issued requiring the licensee to comply with paragraph 3(b) of the Radio Regulations, 1986.
After reviewing certain complaints against CIFX, which are contained in the licensee's public record, the Commission has noted the licensee's apparent breach of the abusive comment provision regarding sexual orientation under paragraph 3(b) of the Radio Regulations, 1986 and the apparent failure of the licensee to act in a manner consistent with the high standard requirement under paragraph 3(1)(g) of the Broadcasting Act. The Commission intends to discuss at the public hearing the possibility of issuing a mandatory order, and of requiring CIFX to develop appropriate guidelines and other control mechanisms to address the requirements regarding high standard and abusive comment.
