  Licence renewal for CHRC
  1. The Commission renews the broadcasting licence for CHRC Québec, from 1 January 2000 to 31 August 2003, subject to the conditions specified in this decision and in the licence to be issued.
  2. The licence term granted herein will enable the Commission to consider at an early date the licensee’s compliance with the Radio Regulations, 1986 (the regulations), concerning the broadcast of category 2 Canadian music selections and French-language vocal music.
  3. Based on the licensee's self-analysis for the week of 22 to 28 March 1998, the Commission finds that the licensee failed to comply with sections 2.2(3) and 2.2.(5) of the regulations, as they existed prior to the amendments that came into effect on 3 January 1999. The Commission notes that the licensee has since taken corrective measures.
  4. The Commission draws the licensee's attention to its ongoing obligations with respect to category 2 Canadian music and French-language vocal music, under the regulations, as amended.
  5. The licensee must, by condition of licence:
 

· make an annual payment to MusicAction of $8,000 towards the development of Canadian talent;

 

· maintain the commitment proposed as a benefit in the acquisition of the assets of CHRC (Decision CRTC 95-119) to make an annual payment of $25,000 to MusicAction until 2002, inclusively;

 

· comply fully with the guidelines on spoken word content that Radiomédia inc. submitted to the Commission on 21 December 1994;

 

· as an exception to the percentage of Canadian musical selections set out in sections 2.2(8) and 2.2(9) of the Radio Regulations, 1986 (the regulations), in any broadcast week where at least 90% of musical selections from content category 2 that it broadcasts are selections released before 1 January 1981:

 

– in that broadcast week, devote 30% or more of its musical selections from content category 2 to Canadian selections broadcast in their entirety; and

 

– between 6 a.m. and 6 p.m., in the period beginning on Monday of that week and ending on Friday of the same broadcast week, devote 30% or more of its musical selections from content category 2 to Canadian selections broadcast in their entirety.

 

For purposes of this condition, the terms "broadcast week", "content category" and "musical selection" shall have the meaning set out in section 2 of the regulations.

 

The Commission reminds the licensee that it must specify, on music lists provided to the Commission, the year of release for all musical selections broadcast.

  6. In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled Implementation of an Employment Equity Policy, the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
