New cable distribution undertaking | |
1. The Commission approves the application by Alan Paul, doing business under the name of Paul Communications, for a licence to carry on a cable distribution undertaking to serve Kahnawake, and will issue, subject to the requirements of this decision, a Class 3 licence expiring 31 August 2006. | |
2. The service area covered under this licence is that which has been excluded from the authorized service area of Vidéotron ltée, in Decision CRTC 99-494 dated 17 November 1999. The undertaking will be linked by optical fibre to the Vidéotron ltée undertaking and will distribute the same programming services. | |
3. The operation of this undertaking will be regulated pursuant to Parts 1 and 3 of the Broadcasting Distribution Regulations (the regulations) and the licence will be subject to the conditions specified in this decision and in the licence to be issued. | |
4. The licensee may receive any authorized signals over the air, or from any licensed or exempted Canadian broadcasting distribution undertaking authorized to provide signals to other broadcasting distribution undertakings. | |
5. It is a condition of licence that, for community programming and any other programming of a service that it originates, the licensee adhere to the guidelines on the depiction of violence in television programming set out in the Canadian Association of Broadcasters’ Voluntary Code Regarding Violence in Television Programming, as amended from time to time and approved by the Commission. | |
6. Although the Commission does not regulate the rates of Class 3 undertakings, it notes that the applicant has proposed a monthly subscriber fee of $30.00. | |
7. The licence will only be issued and effective when the undertaking is ready to begin operation. When the licensee has completed construction and is prepared to commence operation, it must advise the Commission in writing. If the undertaking is not constructed and ready to operate within 12 months of today’s date, extensions to this time frame may be granted provided that the licensee applies in writing to the Commission before the 12-month period or any extension of that period expires. | |
8. In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled Implementation of an Employment Equity Policy, the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It encourages the applicant to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources. | |
