Licence renewal for CKAC

1. The Commission renews the broadcasting licence for CKAC Montréal, from 1 September 1999 to 31 August 2006, subject to the conditions specified in this decision and in the licence to be issued.

2. By condition of licence, the licensee shall, as an exception to the percentage of Canadian musical selections set out in sections 2.2(8) and 2.2(9) of the Radio Regulations, 1986 (the regulations), in any broadcast week where at least 90% of musical selections from content category 2 that it broadcasts are selections released before 1 January 1981:

in that broadcast week, devote 30% or more of its musical selections from content category 2 to Canadian selections broadcast in their entirety; and

between 6 a.m. and 6 p.m., in the period beginning on Monday of that week and ending on Friday of the same broadcast week, devote 30% or more of its musical selections from content category 2 to Canadian selections broadcast in their entirety.

3. For purposes of this condition the terms "broadcast week", "content category" and "musical selection" shall have the meaning set out in section 2 of the regulations.

4. The Commission reminds the licensee that it must specify, on music lists provided to the Commission, the year of release for all musical selections broadcast.

5. It is a condition of licence that the licensee produce and broadcast at least 16 hours and 36 minutes of news per week.

6. With regard to the development of Canadian talent, it is a condition of licence that the licensee make an annual payment to MusicAction of $27,000.

7. In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled Implementation of an Employment Equity Policy, the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.

8. Section 22 of the Broadcasting Act states that the Commission may not renew a licence unless the Department of Industry has certified that the licensee has been or will be issued a broadcasting certificate. Accordingly, this renewal is subject to the issuance of technical certification by the Department of Industry.

9. The Commission acknowledges the interventions submitted in support of this renewal application.
