FINAL TERMS AND CONDITIONS FOR PROVISION OF TRUNK-SIDE ACCESS AND COMMON CHANNEL SIGNALLING #7 TO WIRELESS SERVICE PROVIDERS

  1.The Commission has received an application from Bell Canada (Bell) dated 27 April 1998, for the approval of tariff revisions to Item G-250, Wireless Access Service, of the company's Special Facilities Tariff. The proposed revisions are intended to establish final terms and conditions for the provision of Trunk-side Access and Common Channel Signalling #7 (CCS7) to Wireless Service Providers (WSPs) in Bell's territory.
  2.Interventions were received from the Canadian Wireless Telecommunications Association (CWTA) and Clearnet Communications Inc. (Clearnet). CWTA and Clearnet submitted that Tarif Notice (TN) 6218 should be denied and that Bell should be directed to enter into discussions with CWTA's members or with the CWTA itself regarding the appropriate interconnection arrangements between Bell and WSPs, with Commission mediation if necessary. CWTA and Clearnet further submitted that if the Commission does not wish to deny TN 6218, interested parties should be allowed to submit interrogatories to Bell. CWTA also argued that WSPs should be allowed to file alternative interconnection arrangements and that a process based on the CRTC Interconnection Steering Committee (CISC) approach should be initiated to consider Bell's and WSPs' proposals.
  3.The Commission notes that the existing trunk-side interconnection and CCS7 signalling arrangements between WSPs and Stentor companies, as well as TELUS Communications (Edmonton) Inc. (TCEI) are pursuant to tariffs that have interim approval. The Commission further notes that these interim arrangements are based on the terms and conditions established by the Commission in Telecom Order CRTC 96-687, 28 June 1996, with respect to Bell.
  4.The Commission considers that the issues to be examined with respect to the establishment of final terms and conditions for WSP trunk-side and CCS7 interconnection in the territories of the other Stentor companies and of TCEI are likely to be similar to those raised by TN 6218 with respect to Bell. Given this, the Commission considers that it may be more efficient to examine all of these issues in the same proceeding.
  5.To assist the Commission to establish the most appropriate and efficient process to consider these matters, the Commission seeks submissions on:
  (a) the issues of concern with respect to WSP trunk-side and CCS7 interconnection in the Stentor companies and TCEI;
  (b) whether the process should be broadened to include all the Stentor members as well as TCEI; and
  (c) whether the process should include negotiations among industry participants along the lines of the CISC model.
  PROCEDURE
  6.Bell, BC TEL, Island Telecom Inc., MTS Communications Inc., Maritime Tel & Tel Limited, The New Brunswick Telephone Company, Limited, NewTel Communications Inc., TELUS Communications Inc. and TCEI are made parties to this proceeding.
  7.Other parties wishing to participate fully in this proceeding must notify the Commission of their intention to do so by writing to Mrs. Laura M. Talbot-Allan, Secretary General, CRTC, Ottawa, Ontario, K1A 0N2, fax: 819-953-0795, by 23 July 1998. Parties are to indicate in the notice their Internet email address, if available. If parties do not have access to the Internet, they are to indicate in their notice whether they wish to receive disk versions of hard copy filings. The Commission will issue a complete list of parties and their mailing addresses (including Internet email addresses if available), identifying those parties who wish to receive disk versions.
  8.Parties may file submissions with the Commission on the matters set out in paragraph 5 above, serving all other parties, by 30 July 1998.
  9.Parties may file reply submissions with the Commission, serving all other parties, by 10 August 1998.
  10.Where a document is to be filed or served by a specific date, the document must actually be received, not merely sent, by that date.
  11.Following the completion of the above process, the Commission will issue directions on the process applicable to the various matters pertaining to final terms and conditions for the provision of trunk-side access and CCS7 to WSPs, including TN 6218.
