ISSUE NO. 1
|
The Commission will hold a public hearing commencing on 7 December 1998, at 9:00 a.m., at the Guy-Favreau Complex, 200 René-Lévesque Boulevard West, Montréal, Quebec, to consider the applications which are listed in the body of this notice.
|
The Public Hearing process for the competitive applications will consist of four phases. During Phase I, representatives for each item on the agenda will make a presentation of their application(s). Representatives for each item published herein will be permitted a maximum of 20 minutes for presentation at the public hearing. Each presentation will be followed by a question period from Members of the Commission Panel.
|
In Phase II, the representatives for each item will be permitted a maximum of 10 minutes to present their oral interventions to all other applications.
|
Phase III will consist of the oral presentations by appearing interveners who will each be permitted a maximum of 10 minutes.
|
In Phase IV, representatives for each item will be permitted a maximum of 10 minutes to reply in the reverse order of appearance to all interventions made to their application.

It should be noted that in Decision CRTC 98-393 dated 28 August 1998, the Commission renewed this licence from 31 August 1998 to 31 August 1999, for administrative reasons. In the decision, the Commission mentioned that the administrative renewal of the licence, did not in any manner dispose of the licence renewal application, nor any relevant matters before the Commission in connection with this application and, consequently, it is scheduling this application at the 7 December 1998 Public Hearing.

The Commission provides notice to the licensee that it wishes to discuss at the hearing the interventions received and the complaints contained in the public record pertaining to CKVL. The Commission will also wish to discuss the appropriateness of imposing, as a condition of licence, that the licensee abide by its Policy regarding open-line programming (Public Notice CRTC 1988-213), as well as any other suitable conditions.
|
It should be noted that only the interventions already received, accepted and filed on the public file will be considered by the Commission in its study of this application.
|
Finally, the Commission notes the apparent failure of the licensee to comply subsection 2.2(5) of the Radio Regulations, 1986 concerning the broadcast of the French-language vocal music.
