Licence renewal for CKMN-FM
|
1. Following Public Notice CRTC 1998-51 dated 19 May 1998, the Commission renews the licence for Type B community radio programming undertaking CKMN-FM Rimouski and Mont-Joli, from 1 September 1998 to 31 August 2005, subject to conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.

2. It is a condition of licence that the licensee devote a minimum of 6% of overall musical programming to category 3 material (Traditional and Special Interest).

3. The Commission approves the licensee's request to decrease the minimum level of Canadian content for category 3 music from 30% to 10%. As a result, the licensee will be subject to the requirements set out in section 2.2(3) of the Radio Regulations, 1986 with respect to a minimum level of Canadian content for musical selections from content category 3.

4. It is a condition of licence that the licensee broadcast no more than 6 minutes of advertising in any hour of broadcast, and that it broadcast no more than an average of 4 minutes of advertising for every hour of broadcast up to a total of 504 minutes of advertising per week, in accordance with the community radio policy for Type B stations.

5. The Commission notes that the station will broadcast 126 hours of local programming each broadcast week.

6. The Commission notes the licensee's commitment to continue to produce approximatively 8 hours of programming per week from the Mont-Joli studios, for subsequent broadcast from Rimouski. The Commission encourages the licensee to restore live local service from the Mont-Joli studios as soon as its financial situation improves.

7. In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled Implementation of an Employment Equity Policy, the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It considers that community radio stations should be particularly sensitive to this issue in order to reflect fully the communities they serve. It encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.

8. The Commission acknowledges the intervention submitted by the Association des radiodiffuseurs communautaires du Québec in support of this application.
