Licence renewal for CFAI-FM
|
1. Following Public Notice CRTC 1998-51 dated 19 May 1998, the Commission renews the licence for Type B community radio programming undertaking CFAI-FM Edmundston, from 1 September 1998 to 31 August 2005, subject to conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.

2. In its licence renewal application, the licensee proposed to decrease the level of category 3 musical selections (Traditional and Special Interest) from 6.6% to 4% as a proportion of its overall musical programming. In view of the licensee's sincere efforts over the last short-term licence renewal to ensure that it complies at all times with the Radio Regulations, 1986 (the regulations) and its conditions of licence, the Commission approves that request. Consequently, it is a condition of licence that the licensee devote a minimum of 4% of its overall musical programming to material from content category 3.

3. The licensee stated that it wished to reduce the level of category 3 material in order to gain some flexibility. The Commission wishes to emphasize that, while it has approved this request, the onus is now on the licensee to manage its operations effectively in order to benefit fully from this additional flexibility.

4. The Commission will monitor the station's performance closely during the new licence term, and it expects the licensee to comply at all times with the regulations and its conditions of licence.

5. It is a condition of licence that the licensee broadcast no more than 6 minutes of advertising in any hour of broadcast, and that it broadcast no more than an average of 4 minutes of advertising for every hour of broadcast up to a total of 504 minutes of advertising per week, in accordance with the community radio policy for Type B stations.

6. It is also a condition of licence that the licensee not solicit advertising in the Province of Quebec.

7. It is a condition of licence that the licensee not reduce its proposed level of local program production by more than 20%.
|
8. It is a condition of licence that the licensee operate CFAI-FM Edmundston and CFAI-FM-1 Grand Falls simultaneously during the new licence term.

9. In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled Implementation of an Employment Equity Policy, the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It considers that community radio stations should be particularly sensitive to this issue in order to reflect fully the communities they serve. It encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
