On 12 July 1996, Bell filed for approval, a COB Accounts Receivable Management (ARM) Agreement applicable to the proposed market trial.

1. On 31 October 1996, the Commission issued Telecom Order CRTC 96-1195 (Order 96-1195), giving interim approval to the proposed market trial and the ARM Agreement.
2. On 3 February 1997, the Commission sent interrogatories to Bell regarding the costs associated with the market trial.
3. On 28 February 1997, Bell filed its responses to the interrogatories.
4. On 2 April 1997, Rogers Cantel Inc. (Cantel) filed comments on the Bell responses to which Bell replied on 14 April 1997. BCE Mobile Inc. filed comments on the Cantel submission on 15 April 1997 to which Cantel replied on 22 April 1997.
5. Having reviewed the interrogatory responses submitted by Bell as well as the comments submitted by parties, the Commission considers the rates, terms and conditions of the COB market trial submitted by Bell under Tariff Notice 5791 to be appropriate for the market trial.
6. In Order 96-1195 the Commission stated that it would expect to initiate a proceeding to examine the rates, terms and conditions for COB service if Bell, or any other Stentor member company were to file a COB full-service tariff for approval.
7. Given the number and complexity of the issues surrounding COB that have arisen in connection with the various applications by certain telephone companies for market trials, the Commission considers that it would be appropriate to initiate a proceeding to examine the general principles in setting the rates, terms and conditions of COB service prior to the filing of an actual application for a COB full service tariff.
8. Accordingly, the Commission intends to issue, as soon as possible, a public notice to allow for the examination of the terms and conditions of COB service.
9. In light of the foregoing, the Commission orders that:
(a) The application filed by Bell under Tariff Notice 5791 is approved on a final basis.
(b) The COB ARM Agreement applicable to the market trial is approved on a final basis.
