IN THE MATTER OF an application by Bell Canada (Bell) submitted under Tariff Notice 5791 dated 2 July 1996, proposing an addition to Special Facilities Tariff Item G-310 which provides for a one-year market trial of Call Originator Billing (COB); and
IN THE MATTER OF a COB Accounts Receivable Management (ARM) Agreement applicable to the proposed market trial, filed for approval on 12 July 1996.

WHEREAS comments on the proposed market trial were received from Rogers Cantel Inc. (Cantel), Clearnet Communications Inc. (Clearnet), the Canadian Wireless Telecommunications Association (CWTA) and Bell Mobility, and reply comments were received from Bell on 30 August 1996;
WHEREAS Cantel, Clearnet and CWTA expressed concerns with the rates, terms and conditions of the proposed market trial;
WHEREAS Cantel, Clearnet and CWTA also requested that the Commission initiates a proceeding, to include all Stentor member companies, to examine the rates, terms and conditions that should be included in a COB full-service tariff;
WHEREAS the Commission, having considered all of the information before it, including the comments of interveners, finds that it is appropriate to approve the proposed market trial on an interim basis;
WHEREAS the Commission intends to address questions to Bell seeking additional information on the justification of the rates and charges related to the market trial;
WHEREAS the Commission intends to dispose of the application for the market trial on a final basis following receipt of replies to its questions; and
WHEREAS, if Bell, or any other Stentor member company, files a COB full-service tariff for approval, the Commission would expect to initiate a proceeding to examine the rates, terms and conditions for such a service -
IT IS HEREBY ORDERED THAT:
1. The proposed addition to Bell's Special Facilities Tariff Item G-310 is given interim approval.
2. The COB ARM Agreement applicable to the proposed market trial is given interim approval.
