TARIFF FILINGS RELATED TO THE INSTALLATION OF OPTICAL FIBRES

In Telecom Order CRTC 95-1305, dated 22 November 1995, the Commission granted interim approval to Bell Canada (Bell) Tariff Notice 5587, dated 6 October 1995, and to Manitoba Telephone System (Manitoba Tel) Tariff Notice 171, dated 3 October 1995, to provide optical fibres between their respective customers' locations under special tariffs.

In that Order, the Commission also stated that it would be appropriate to conduct a public process to consider the issue of whether optical fibres should continue to be provided under special tariffs, or whether they should be provided under general tariffs.

Accordingly, the Commission invites comments on the appropriateness of requiring the use of general tariffs for the provisioning of optical fibres. Comments are also invited on the appropriate factors to be taken into account in determining the rates for any such general tariff service.

1. AGT Limited, BC TEL, Bell, The Island Telephone Company Limited, Manitoba Tel, Maritime Tel & Tel Limited, The New Brunswick Telephone Company, Limited and Newfoundland Telephone Company Limited (the telephone companies) and ED TEL Communications Inc. (ED TEL) are made parties to this proceeding.

2. Other parties wishing to participate in this proceeding must notify the Commission of their intention to do so by writing to Mr. Allan J. Darling, Secretary General, CRTC, Ottawa, Ontario, K1A 0N2, fax: 819-953-0795, by 8 February 1996. The Commission will issue a complete list of parties and their mailing addresses.

3. The telephone companies and ED TEL are to file submissions by 11 March 1996.

4. Interested parties may file comments, serving copies on all other parties, by 25 March 1996.
|
5. The telephone companies and ED TEL may file replies to any comments, serving copies on all other parties, by 9 April 1996.
|
6. Where a document is to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.
