NOTICE
RECONSIDERATION OF DECISIONS RELATED TO CANADIAN TALENT DEVELOPMENT BY COMMERCIAL RADIO STATIONS
The Governor In Council has issued Order in Council P.C. 1997-39 dated 7 January 1997 (the Order) which refers back to the Commission, for reconsideration and hearing, five decisions related to Canadian talent development.
These decisions have been referred back to the Commission on the same grounds as those set out in Order in Council P.C. 1996-1734 dated 14 November 1996.
The licences of the stations involved are held by companies who hold other licences subject to Order in Council P.C. 1996-1734. Given that the same issue is raised for these stations and in order that the reconsideration process may proceed expeditiously, the Commission has decided that these additional five decisions should be reconsidered as part of the same process as that set out in Public Notice CRTC 1996-155. Consequently the following decisions should be added to those set out in the appendix to that document:
·  Decision CRTC 96-674 (10 October 1996)
·  Decision CRTC 96-680 (17 October 1996)
·  Decision CRTC 96-715 (25 October 1996)
·  Decision CRTC 96-727 (29 October 1996)
·  Decision CRTC 96-730, as corrected by Decision CRTC 96-730-1 (1 November 1996)
The Commission has also decided to extend the deadlines for comments directly related to these five decisions only, in order to provide interested parties and licensees with additional time to file comments.
Consequently, for the five decisions set out above, all interested parties may submit written comments on the matter raised in the Order; that is, whether FACTOR and MusicAction should be treated equitably regarding guarantees for long-term financing, no later than 7 February 1997.
Licensees affected by the decisions set out in the Order may file written comments on the matter set out above, as well as a written reply to any comments received by the Commission, respecting the decisions set out in this Order during this proceeding. Such comments should be filed with the Commission and a copy served to the intervenor by 28 February 1997.
The deadlines set out in Public Notice CRTC 1996-155 remain in effect for the decisions referred to in that Public Notice.

Your comments will be considered by the Commission, and will form part of the public record of the proceeding without further notification to you, provided the procedure set out above has been followed. You will be contacted only if your submission raises procedural questions.
