Telecom Order CRTC 96-758
IN THE MATTER OF an application by ED TEL Communications Inc. (ED TEL) under Tariff Notice 21, dated 21 February 1996, for revisions to its General Tariff providing for a local rate rebalancing increase of $2.00 per month effective 1 April 1996, for primary exchange services which are Residence Individual Line Service, Business Individual Line Service, Business Multiline Service and Centrex III multiline trunks.
WHEREAS by Tariff Notice 24, dated 19 March 1996, ED TEL filed proposed revisions to its Interexchange Carrier Access Tariff (CAT) in response to 1996 Contribution Charges, Telecom Public Notice CRTC 95-52, which included a provision to offset the estimated revenue increase from the proposed local rate increase by a reduction in the proposed CAT;
WHEREAS by Telecom Order CRTC 96-502, dated 27 May 1996, the Commission established interim, province-wide, blended contribution rates for Alberta which made no provision for the local rate increase proposed by ED TEL in Tariff Notice 21;
WHEREAS the Commission sought comment on the proposed local rate rebalancing increase in ED TEL - Local Rate Rebalancing, Telecom Public Notice CRTC 96-12, dated 15 April 1996, and also directed ED TEL to inform its subscribers of the proposed increase through a billing insert;
WHEREAS comments were received from the Consumers Association of Canada, the Social Justice Commission, Unitel Communications Company and 55 residence and business subscribers;
WHEREAS, in general, the comments addressed concerns with the affordability of local service and the proposed reduction in the CAT intended to offset the revenue increase from the proposed local rate increase;
WHEREAS the Commission notes that in Local Service Pricing Options Telecom Public Notice CRTC 95-49, dated 22 November 1995, the Commission launched a proceeding, to which ED TEL is a party, to examine issues with respect to the affordability of local access service;
WHEREAS in this order the Commission has addressed the appropriate adjustment to the CAT to offset the approved increase to ED TEL's local access rates; and
WHEREAS the Commission is of the view that the rate rebalancing proposed by ED TEL is consistent with the objectives of the Commission in establishing similar rate rebalancing initiatives for the Stentor-member companies in Telecom Decisions CRTC 94-19 and 95-21 -
IT IS HEREBY ORDERED THAT:
1. The proposed local rate increase of $2.00 per month for primary exchange services is approved effective 1 August 1996.
2. Ed Tel is directed to issue tariff pages within 10 days of the date of this decision establishing revised, interim, blended, province-wide, Alberta contribution rates for the period 1 August 1996 to 31 December 1996 to be determined in accordance with the attachment to Telecom Order CRTC 96-502 to reflect a reduction in ED TEL's contribution requirement of $3.688 million for that period.
3. Ed Tel is directed to file these revised contribution rates and related calculations, within 10 days of the date of this decision, in the proceeding initiated by 1996 Contribution Charges, Telecom Public Notice CRTC 95-52.
4. AGT Limited is directed to issue tariff pages, within 10 days of the date of this decision, to implement the same Alberta blended contribution rates as in 2. above.
