IN THE MATTER OF an application by ED TEL Communications Inc. (ED TEL) under Tariff Notice 24 dated 19 March 1996, as amended by a letter dated 4 April 1996, for interim approval of proposed revisions to General Tariff Item 5005, Interexchange Carrier Access Service.

WHEREAS ED TEL's application includes its proposed 1996 contribution rates for de-averaged trunk-side connections in response to 1996 Contribution Charges, Telecom Public Notice CRTC 95-52, 8 December 1995 (Public Notice 95-52);
|
WHEREAS ED TEL proposed revised interim contribution rates to be effective 1 January 1996, to reflect a new methodology, based on Phase III results, for calculating the contribution requirement;
|
WHEREAS effective 1 June 1996, ED TEL proposed revised rates to reflect the de-averaged trunk-side regime required by Revisions to the Mechanism to Recover Contribution Charges, Telecom Decision CRTC 95-23, 4 December 1995 (Decision 95-23);

WHEREAS effective 1 July 1996, ED TEL proposed revised rates to reflect the change in entrant discount from 25% to 15% as set out in Competition in the Provision of Public Long Distance Voice Telephone Services and Related Resale and Sharing Issues, Telecom Decision CRTC 92-12, 12 June 1992 (Decision 92-12) and modified by AGT Limited - Interconnection of Interexchange Carriers and Related Resale and Sharing Issues, Telecom Decision CRTC 93-17, 29 October 1993 (Decision 93-17);

WHEREAS ED TEL also requested interim approval of its proposed de-averaged contribution rates for line-side connections effective 1 June and 1 July 1996;
|
WHEREAS the Commission notes that ED TEL has filed de-averaged trunk-side contribution rates in accordance with the directives contained in Public Notice 95-52;
|
WHEREAS, subject to the adjustments noted below, the Commission considers that interim approval of ED TEL's proposed de-averaged trunk-side contribution rates is appropriate;
|
WHEREAS the Commission notes that ED TEL has assumed in the calculation of all of its proposed contribution rates a local rate increase of $2 per month for primary exchange services effective 1 April 1996;
|
WHEREAS on 15 April 1996 the Commission issued ED TEL - Local Rate Rebalancing, Telecom Public Notice CRTC 96-12, (Public Notice 96-12) to consider an application from the company for the above-noted local rate increase;
|
WHEREAS the Commission considers that the inclusion of the $2 local rate increase in ED TEL's contribution rates should be deferred pending a decision on the company's application for that increase;
|
WHEREAS the Commission has accordingly adjusted ED TEL's contribution requirement for 1996 to exclude the proposed $2 local rate increase, and calculated revised interim contribution rates, as set out in the Attachment to this Order, to reflect this adjustment;
|
WHEREAS, by letter dated 7 May 1996, the Commission denied the request of certain other telephone companies for interim approval of de-averaged line-side contribution rates; and
|
WHEREAS the Commission similarly considers that approval of ED TEL's proposed interim de-averaged line-side rates should be deferred pending the Commission's decision in the proceeding initiated in Per-Minute Contribution Mechanism For Line-Side Connections, Telecom Public Notice 96-9, 26 March 1996 -

IT IS HEREBY ORDERED THAT:
|
1. The proposed contribution rate revisions for averaged trunk-side and line-side connections submitted by ED TEL under Tariff Notice 24 are granted interim approval, effective 1 January 1996, subject to items 2 to 5 below.
|
2. The proposed de-averaged trunk-side contribution rates set out in the Attachment to this Order, are granted interim approval.
|
3. The proposed de-averaged line-side contribution rate revisions are denied.
|
4. The averaged line-side contribution rates set out in the Attachment to this Order are granted interim approval.
|
5. The province-wide blended contribution rates for Alberta as set out in the Attachment to this Order are approved on an interim basis.
|
6. ED TEL shall issue, within 7 days, revised tariff pages reflecting the rates granted interim approval in items 1, 2, 4 and 5 above.
