Licence amendments related to contributions to Canadian talent development: CFQR-FM, CHOM-FM, CIQC, CKIS, CHIK-FM, and CHRC
Following Public Notice CRTC 1996-63 dated 10 May 1996, the Commission approves the applications by the licensees listed in the appendix to this decision, for relief from current direct cost commit-ments for Canadian talent development made as part of their last licence renewal and to amend their licences by adding the following condition of licence, com-mencing with the 1996-97 broadcast year:
 The licensee is required, by condition of licence, to make payments to third parties involved in Canadian talent development at the level identified for it in the Canadian Association of Broad-casters' (CAB) "Distribution Guidelines For Canadian Talent Development", as set out in Public Notice CRTC 1995-196 or as amended from time to time and approved by the Commission, and to report the names of the third parties associated with Canadian talent deve-lopment, together with the amounts paid to each, on its annual return. The payments required under this condition of licence are over and above any outstanding commitments to Canadian talent development offered as benefits in an application to acquire ownership or control of the undertaking.
Given that the condition of licence will apply starting with the 1996-97 broadcast year, the Commission therefore requires the licensees' current commitments for Canadian talent development for the 1995-96 broadcast year to be fulfilled.
In Public Notice CRTC 1996-114, released today and titled "Implementation of the New Approach to Canadian Talent Deve-lopment", the Commission indicated that it would impose, as a condition of licence, any specific commitments made by licensees to direct money for Canadian talent development specifically to Music-Action. Accordingly, it is a condition of each licence that the licensee make an annual payment to MusicAction of $8,000.
The approval granted herein is consistent with the approach outlined by the Commission in Public Notice CRTC 1995-196 entitled "Contributions by Radio Stations to Canadian Talent Development - A New Approach" and in Public Notice CRTC 1996-114.
This decision is to be appended to each licence.
