Distribution of PBS network duplicate
Following Public Notice CRTC 1995-148 dated 29 August 1995, the Commission denies the application by Transvision Plus Inc. for authority to distribute, at its option, WETK Burlington, Vermont, a second PBS network signal, received over the air, as part of the basic service. Consistent with Decision CRTC 95-257 dated 25 May 1995 which dealt with a similar request by the licensee, the licensee is however authorized to distribute WETK on a discretionary basis only.
In Public Notice CRTC 1993-74 dated 3 June 1993 entitled "Structural Public Hearing", the Commission stated that, with respect to the distribution of U.S. border television stations, it would generally be prepared to authorize the duplicate carriage of PBS network signals received over the air at the local head end, on a discretionary basis only, in provinces served by a provincial educational broadcaster.
Having considered this second request, the Commission is of the view that the additional arguments put forth by the licensee do not warrant an exemption to the Commission's policy with respect to the duplicate carriage of PBS network signals.
