Licence renewal
Following Public Notice CRTC 1995-77 dated 10 May 1995 and Decision CRTC 95-632 dated 28 August 1995, the Commission renews the licence held by Cross Country T.V. Limited for the radiocommunication distribution undertaking serving Canning and surrounding areas, from 1 January 1996 to 31 August 2002, subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
The Commission also approves the application to amend the licence by:
- changing the channel for the distribution of The Sports Network (TSN) and WTVS (PBS) Detroit, Michigan from 28 to 22 and from 22 to 28 respectively; and
- deleting the distribution of CHCH-TV Hamilton, CITV-TV Edmonton, WJBK-TV Detroit and the pay television service of First Choice Canadian Communications Corporation; and
- adding the distribution, in encrypted mode, of the programming services of EPG - Program Guide, Mississauga on channel 57, WUHF-TV (FOX) Rochester, New York on channel 59, WTOL-TV (CBS) Toledo, Ohio on channel 35 and The Family Channel on channel 24, each with a transmitter power of 16 watts.
The licensee is authorized to distribute, in encrypted mode, the following programming services:

In order not to jeopardize the financial viability of neighbouring subscription-based systems, it is a condition of licence that the licensee shall not solicit or accept a subscription from, or make available equipment to decode its signals for use by, any person resident inside or outside of the area encompassed by the contours approved for the licensee by the Commission, when that person is resident
a) within the authorized service area of any cable distribution undertaking licensed now or in the future, or
b) within the area encompassed by the contours approved by the Commission for any other subscription-based broadcasting undertaking licensed now or in the future,
unless the prior written consent of the licensee of the other undertaking or the prior approval of the Commission has been obtained or, in the case of a person residing inside the approved contours, that person had subscribed to the licensee's subscription television service prior to the licensing of the other undertaking.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
