Licence renewal
|
Following Public Notice CRTC 1994-146 dated 2 December 1994, the Commission renews the licence held by Décibel Inc., for the cable distribution undertaking serving Saint-Léonard-d'Aston and area, from 1 September 1995 to 31 August 2001.

The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act, will enable the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's regional plan and to better distribute the workload within the Commission. This term is not reflective of any Commission concern regarding the licensee's performance.

The operation of this undertaking is regulated pursuant to Parts I and III of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.

Consistent with Decision CRTC 94-773, it is a condition of licence that the licensee be relieved from the requirement of Section 4 of the the regulations that it own and operate its local head end.

In addition to the services required or authorized to be distributed pursuant to the applicable sections of the regulations, the licensee is authorized to continue to distribute, as part of the basic service, the following programming services, received via optical fibre from Victoriaville: CBFT (CBC), CBMT (CBC), CFTM-TV (TVA), CFCF-TV (CTV) and CFTU-TV (IND) Montréal; the Vidéotron special programming services: "Arts et Spectacles" and "Le Canal Événement"; WVNY (ABC) and WCAX-TV (CBS) Burlington, Vermont, as well as WPTZ (NBC) and WCFE-TV (PBS) Plattsburgh, New York.

The Commission approves, by condition of licence, the licensee's request to be relieved from the requirement of paragraph 22(1)(a) of the regulations that it distribute local service CIVC-TV (SRTQ) Trois-Rivières. The licensee is authorized to distribute instead the extra-regional signal CIVS-TV (SRTQ) Sherbrooke, received by optical fibre from the Vidéotron Ltée's undertaking at Victoriaville, which is identical to CIVC-TV's programming.

Consistent with Decision CRTC 89-333, it is a condition of licence that the licensee be relieved of the requirement that it distribute at least four television programming services as provided for in section 23 of the regulations, so long as it distributes only those U.S. television services listed in the current application or as may be authorized by the Commission.

In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
