Licence renewal for CILE-FM
Following Public Notice CRTC 1994-146 dated 2 December 1994, the Commission renews the licence for the Type A community radio programming undertaking consisting of CILE-FM Havre-Saint-Pierre and its transmitter CILE-FM-1 Lac Allard, from 1 September 1995 to 31 August 2000, subject to conditions in effect under the current licence, as well as to those conditions specified in the licence to be issued.
The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act (the Act), will enable the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's plan for community radio undertakings across Canada and to better distribute the Commission's workload. This term is not reflective of any Commission concern regarding the licensee's performance.
The Commission also approves the application to amend the licence for CILE-FM by deleting the condition of licence limiting advertising to a maximum of 20% of the station's total broadcast time.
In Public Notice CRTC 1992-38 dated 29 May 1992 entitled "Policies for Community and Campus Radio", the Commission announced that there will be no limit on advertising for Type A community radio stations. In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It considers that community radio stations should be particularly sensitive to this issue in order to reflect fully the communities they serve. It encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
In accordance with subsection 22(1) of the Act, this renewal is subject to the issuance of a Broadcasting Certificate by the Department of Industry.
The Commission draws the licensee's attention to subsection 22(4) which provides that any broadcasting licence issued, amended or renewed in contravention of section 22 is of no force or effect.
