Licence renewal for CFMB
Following Public Notice CRTC 1994-146 dated 2 December 1994, the Commission renews the broadcasting licence for CFMB Montréal from 1 September 1995 to 31 August 1999, subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act (the Act), will enable the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's regional plan and to better distribute the workload within the Commission. This term is not reflective of any Commission concern regarding the licensee's performance.
The Commission approves CFMB's proposal to decrease the number of cultural groups to which the programs are directed from 25 to 19 and the number of different languages from 24 to 18. Accordingly, the licensee is required to provide, as a condition of licence, programming directed to a minimum of 19 cultural groups in a minimum of 18 different languages.
The Commission also approves the licensee's request to increase the amount of Type A and B ethnic programming from 116 hours 45 minutes to 121 hours. It is therefore a condition of licence that the licensee devote in each broadcast week of the licence term not less than 121 hours of ethnic programming of Types A and B. CFMB proposes to broadcast 121 hours of ethnic programming weekly.
The Commission reaffirms the particular importance it attaches to Canadian talent development and expects the licensee to increase its Canadian talent contributions to a level commensurate with that of other stations of similar size and profitability. Accordingly, the Commission requires the licensee to submit a report within three months of the date of this decision specifying its precise plans to increase the support, development and on-air exposure of local and regional
talent.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
In accordance with subsection 22(1) of the Act, this renewal is subject to the renewal of the Broadcasting Certificate issued by the Department of Industry.
The Commission draws the licensee's attention to subsection 22(4) which provides that any broadcasting licence issued, amended or renewed in contravention of section 22 is of no force or effect.
