Decision

Ottawa, 15 May 1995
Decision CRTC 95-221
Doctor Henry Pops
Winnipeg, Manitoba - 950033100
Special event licence
Following a Public Hearing in Edmonton beginning on 6 April 1995, the Commission approves the application for a broadcasting licence for a predominantly English-language FM radio programming undertaking at Winnipeg, on the frequency 106.3 MHz (channel 292LP), with an effective radiated power of 20 watts, to broadcast non-commercial programming associated with the "March for Jesus" on 27 May 1995.
The Department of Industry, Science and Technology (DIST) has advised that the transmitter will have an effective radiated power of 20 watts rather than 50 watts, as had been indicated in CRTC Notice of Public Hearing 1995-1 dated 3 February 1995.
The Commission will issue a licence in effect only for the duration of the event on 27 May 1995, subject to the conditions specified in the licence to be issued. Material broadcast will include opening ceremonies and closing ceremonies, as well as a pre-recorded musical script during the parade.
DIST has advised the Commission that this application is conditionally technically acceptable, and that a Broadcasting Certificate will only be issued once it has been determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.
In accordance with subsection 22(1) of the Broadcasting Act, the Commission will only issue the licence, and the authority granted herein may only be implemented, at such time as written notification is received from the DIST that its technical requirements have been met, and that a Broadcasting Certificate will be issued.
Allan J. Darling
Secretary General
