Licence renewal
Pursuant to Public Notice CRTC 1994-25 dated 14 March 1994, the Commission renews the licence held by Shaw Cablesystems (B.C.) Ltd., for the cable distribution undertaking serving Fairmont Hot Springs and Columere Park, from 1 September 1994 to 31 August 2001.
The operation of this undertaking is regulated pursuant to Parts I and III of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
In addition to the services required or authorized to be distributed pursuant to the applicable sections of the regulations, the licensee is authorized to continue to distribute, at its option, CFAC-TV-7 Lethbridge and CHAN-TV Vancouver, as well as KCWF-TV (IND) Kalispell, Montana, KXLY-TV (ABC), KREM-TV (CBS), KHQ-TV (NBC) and KSPS-TV (PBS) Spokane Washington, received via microwave, as part of the basic service.
As part of its licence renewal application, the licensee requested authority to add the distribution of KAYU-TV (FOX) Spokane, Washington as part of the basic service. Consistent with the modification to the Commission's "3+1" policy announced in Public Notice CRTC 1994-107 of today's date, the Commission approves the licensee's request as filed.
The Commission reminds the licensee that, in accordance with this policy modification, before adding the distribution of this signal, it is first required to ensure that it will have the necessary channel capacity to distribute the services of the new pay and specialty television undertakings licensed in June 1994.
Consistent with Decision CRTC 88-763 dated 20 October 1988, the licensee is relieved, by condition of licence, of the requirement of paragraph 22(1)(a) of the regulations that it distribute the priority signal of CBUBT-1 Canal Flats, so long as it distributes the signal of CBUT-7 Cranbrook.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
In accordance with subsection 22(1) of the Broadcasting Act, this renewal is subject to the issuance of a Broadcasting Certificate by the Department of Industry, Science and Technology.
