Panorama Cable Systems Ltd.

Following a Public Hearing in Trois-Rivières, Quebec on 5 July 1988, the Commission approves the application by Panorama Cable Systems Ltd. for a licence to carry on a broadcasting receiving undertaking to serve Fairmont Hot Springs and Columere Park. The operation of this undertaking will be regulated pursuant to Parts I and III of the Cable Television Regulations, 1986 (the regulations).
The Commission will issue a licence expiring 31 August 1993, subject to the conditions specified in this decision and in the licence to be issued.
In addition to the services required or authorized to be distributed pursuant to the applicable sections of the regulations, the applicant is authorized to distribute, at its option, CFAC-TV-7 Lethbridge, Alberta, CHAN-TV Vancouver, KCFW-TV (IND) Kalispell, Montana, KXLY-TV (ABC), KREM-TV (CBS), KSPS-TV (PBS) and KHQ-TV (NBS) Spokane, Washington, received via microwave, as part of the basic service.
The Commission is satisfied that the distribution of CFAC-TV-7 and CHAN-TV is in line with the guidelines set out in Public Notice CRTC 1985-61 with respect to the cable distribution of distant Canadian television signals and that it will enhance the choice of Canadian programming services offered to subscribers.
The applicant has also requested to be relieved of the requirement of paragraph 22(1)(a) of the regulations to distribute the signal of the local television undertaking CBUBT-1 Canal Flats. The Commission notes that the applicant proposes to distribute, as part of its basic service, the signal of the local undertaking CBUT-7 Cranbrook which provides the same programming as CBUBT-1. In view of the foregoing, the Commission approves the applicant's request. Accordingly, it is a condition of licence that the licensee need not distribute the signal of CBUBT-1 so long as it distributes that of CBUT-7.
The Commission acknowledges the applicant's plans for the development of a community channel and encourages it to promote community interest in, and access to this channel.
It is a condition of licence that the authority granted herein be implemented within twelve months of the date of this decision or, where the applicant applies to the Commission and satisfies the Commission that it cannot implement its authority before the expiry of this twelve-month period and that an extension of this period is in the public interest, within such further period of time as is approved in writing by the Commission.
