Conversion of AM stations CKBB and CKCB to FM
|
Following a Public Hearing in the National Capital Region beginning on 20 June 1994, the Commission approves the applications for broadcasting licences for English-language Group I (Pop, Rock and Dance) FM radio programming undertakings at Barrie and Collingwood.

The new Barrie FM station will operate on the frequency 101.1 MHz, channel 266A, with an effective radiated power of 1,500 watts and will broadcast locally-produced programming.

The new Collingwood FM station will operate on the frequency 95.1 MHz, channel 236A, with an effective radiated power of 520 watts and will broadcast locally-produced programming and programs from the proposed FM station at Barrie.

The Commission will issue licences expiring 31 August 2000, subject to the conditions specified in this decision and in the licences to be issued.

Power Broadcasting Inc. (Power) is currently the licensee of CKBB Barrie and CKCB Collingwood. The licensee will cease operation of these AM undertakings within three months following implementation of the proposed FM services. During this three-month transition, the licensee will simulcast on the AM transmitters for CKBB and CKCB the programming of the new FM stations. At the end of this period, the Commission requires Power to surrender the licences currently issued for CKBB and CKCB.

Power has not implemented the authority granted in Decision CRTC 91-337 dated 29 May 1991 to increase the night-time transmitter power for CKBB from 2,500 watts to 10,000 watts to provide better service in the station's coverage area. According to Power, converting CKBB from the AM band to the FM frequency will correct the station's technical problems at a substantially lower cost than what would be required to implement the power increase approved in Decision CRTC 91-337.

CKCB is a part-time rebroadcaster of CKBB and also experiences night-time interference problems. The licensee indicated that it will produce 105 hours of local programming weekly for broadcast on the proposed FM station at Barrie as well as 42 hours of local programming weekly for the proposed Collingwood FM station. The remaining programming broadcast on the Collingwood station will be rebroadcast from the Barrie station.

The Commission is satisfied that approval of these applications will enable Power to rectify the technical problems of CKBB and CKCB and provide better quality signals to their respective service areas.

The Commission reaffirms the particular importance it attaches to the development of Canadian talent and is satisfied with the annual budgets and the initiatives proposed by the licensee in this respect. In this regard, the Commission notes the licensee's commitment to allocate $5,425 annually on behalf of CKBB and $3,675 annually on behalf of CKCB to various Canadian talent development initiatives. The Commission encourages the licensee, during the new licence term, to continue its efforts towards the support, development and on-air exposure of local and regional talent.

In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.

It is a condition of each licence that the licensee adhere to the guidelines on gender portrayal set out in the Canadian Association of Broadcasters' (CAB) "Sex-Role Portrayal Code for Television and Radio Programming", as amended from time to time and approved by the Commission.

It is also a condition of each licence that the licensee adhere to the provisions of the CAB's "Broadcast Code for Advertising to Children", as amended from time to time and approved by the Commission.

The Department of Industry Science and Technology (DIST) has advised the Commission that these applications are conditionally technically acceptable, and that Broadcasting Certificates will only be issued once it has been determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.
|
In accordance with subsection 22(1) of the Broadcasting Act, the Commission will only issue the licences, and the authority granted herein may only be implemented, at such time as written notification is received from DIST that its technical requirements have been met, and that Broadcasting Certificates will be issued.
|
It is a condition of each licence that the authority granted herein be implemented within twelve months of the date of receipt of the DIST notification referred to in the preceding paragraph or, where the applicant applies to the Commission within this period and satisfies the Commission that it cannot implement its authority before the expiry of this period and that an extension is in the public interest, within such further period of time as is approved in writing by the Commission.

Bayshore Broadcasting Corporation, licensee of CFOS and CIXK-FM Owen Sound, submitted an intervention regarding the Collingwood application. The intervener stated that it would oppose any power increase that would allow the Barrie-based operation to reach Owen Sound. The Commission notes that the coverage contours of the new FM station approved herein do not reach Owen Sound.

The Commission acknowledges the numerous interventions submitted in support of these applications.
