Amendments to the Radio Regulations, 1986; Elimination of Minimum Requirements for Spoken Word Content

In Public Notice CRTC 1993-38 dated 19 April 1993, the Commission announced various changes to its programming policy for commercial radio stations; these changes included the elimination of the policy requirement for a minimum level of spoken word in the programming broadcast by commercial FM radio stations. On the same date, consistent with this change in policy, the Commission issued Public Notice CRTC 1993-39 containing a proposed amendment to the Radio Regulations, 1986 (the regulations) to delete the requirement for spoken word programming specified therein. The Commission received four comments regarding the proposed regulatory amendment, including three expressing opposition to the change.

The Commission notes that the issues surrounding this change had been canvassed as part of the earlier public process that culminated in the policy changes announced in Public Notice CRTC 1993-38. The Commission, following consideration of the comments received and consultation on the issue, announces that it has amended the regulations as proposed, thereby deleting the requirement for spoken word programming. The amendment attached to this notice came into effect upon registration on 21 June 1993, and was published in the Canada Gazette Part II on 14 July 1993 (SOR 93-358).
