Following a Public Hearing in St. John's, Newfoundland beginning on 3 April 1990, the Commission renews the licence for the broadcasting receiving undertaking serving Debert and surrounding areas, held by Colchester Cable Services Limited, from 1 October 1990 to 31 August 1995. The operation of this undertaking is regulated pursuant to Parts I and III of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions specified in this decision and in the licence to be issued.
In addition to the services required or authorized to be distributed pursuant to the applicable sections of the regulations, the licensee is authorized, by condition of licence, to continue to distribute the Atlantic Satellite Network, received via satellite, on an unimpaired channel of the basic service.
The licensee is also authorized to continue to distribute, at its option, WLBZ-TV (NBC) and WVII-TV (ABC) Bangor, Maine, received via microwave, as part of the basic service. The licensee is authorized to continue to distribute, at its option, without advertising material, the special programming service consisting of educational programming from Colchester-East Hants School.
Consistent with Decision CRTC 87-139 dated 26 February 1987 and pursuant to section 23 of the regulations, it is a condition of licence that the licensee be relieved of the requirement that it distribute at least four television programming services delivered to its local head end by a network operator licensed to extend television and radio services to remote and underserved communities, at least one of which must be a Canadian television programming service, so long as it distributes only two U.S. television stations.
It is a condition of licence that the licensee be relieved of the requirement of section 4 of the regulations to own and operate its own head end.
