Pursuant to Public Notice CRTC 1989-105 dated 12 September 1989, the Commission denies the application by Monarch Broadcasting Ltd. (Monarch) to amend a condition of licence that requires CKXY Vancouver to broadcast each week, as a minimum, the levels of news, surveillance, and enrichment programming, currently based on the period between 6:00 a.m. and midnight. In this respect, the licensee proposed to base these levels on the period between 5:53 a.m. and midnight in order to meet its commitment to provide 6 hours 30 minutes per week of news.
In assessing this proposal the Commission has taken note of Monarch's arguments that CKXY provides newscasts a few minutes before the hour and half-hour and that the first newscast of each day is therefore at 5:53 a.m. However, the Commission considers that, in order to meet its commitment, the licensee could easily add another newscast later in the evening since the station's last daily newscast is currently broadcast at 5:58 p.m. or scheduled the additional seven minutes throughout the period between 6:00 a.m. and midnight.
