Pursuant to Public Notice CRTC 1989-86 dated 21 July 1989, the Commission approves the application to amend the licence for CHAT-TV-2 Maple Creek, a CBC affiliate, by changing the channel from 10 to 6 and by increasing the transmitter power from 5 watts to 10 watts.
In Decision CRTC 88-770 dated 25 October 1988, the Commission approved CKCK Broadcasting Limited Partnership's application to establish CKMC-TV-1, a CTV-affiliate rebroadcaster at Golden Prairie, Saskatchewan on channel 10 with an effective radiated power of 106,000 watts. In December 1988, the Department of Communications (DOC) directed Monarch Broadcasting Ltd. (Monarch) to shut down its Maple Creek transmitter to prevent co-channel interference with CKMC-TV-1. Accordingly, CHAT-TV-2 Maple Creek was closed in December 1988 to meet DOC's requirements and Monarch subsequently submitted the current application for a channel relocation and a power increase.
The Commission has noted the intervention by Swift Current Telecasting Co. Ltd., licensee of CJFB-TV Swift Current, also a CBC affiliate, stating that Monarch duplicates its CBC English-language network service to Maple Creek. In reply, the licensee pointed out that it has been providing service to Maple Creek for over 20 years with favourable audience response.
The Commission is satisfied that the alternative programming produced by both undertakings outside, the CBC network-originated programming adds program diversity for the residents of Maple Creek.
