Following a Public Hearing in Montreal on 21 January 1986, the Commission approves the application for a broadcasting licence for a French-language television station in Quebec City, on channel 2, with an effective radiated power of 23,700 watts to rebroadcast in full the programs of CFJP-TV Montreal.

The Commission will issue a licence expiring 31 March 1990, subject to the conditions specified in this decision and in the licence to be issued. This term will enable the Commission to consider renewal of this licence at the same time as that of CFJP-TV Montreal and of the television network authorized today for the Four Seasons Television Network Inc. (Decision CRTC 86-162).

In Decision CRTC 85-733, by which it authorized the operation of CFJP-TV, a new French-language television station in Montreal, the Commission at the same time denied a similar application by the licensee for Quebec City. The Commission was concerned about the impact a new television station in Quebec City would have on the viability of existing television and radio stations and considered that the Quebec City market did not at the time have the capacity to withstand the large withdrawal of local and national advertising revenues, which was projected by the licensee. The Commission went on to say, however, that:

in order to enable the people of Quebec to enjoy a third French-language television service while minimizing the impact on local stations, the Commission would be prepared to consider a retransmitter of the Montreal station in Quebec City, without seeking local advertising there ...

The Commission notes in this regard that, in response to the concerns raised in the written intervention submitted by TVA Television Network Inc. regarding local advertising, the licensee has promised not to have a local sales team in Quebec City nor a local rate card for that city, and to refrain from making separate sales for Montreal and Quebec City.

Accordingly, it is a condition of licence that the licensee broadcast no local advertising in the Quebec City market.
|
|
At the time of the licence renewal, the Commission intends to examine with the licensee the possibility of local production in Quebec City, in terms of the market situation.
|
|
It is also a condition of licence that construction of the station be completed and that it be in operation within twelve months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
