Following a Public Hearing in Hull, Quebec on 5 November 1986, the Commission approves the application for a broadcasting licence to operate a French-language television station at Rimouski, on channel 18, with an effective radiated power of 88.7 watts to rebroadcast the programs of CFJP-TV Montreal.

The Commission will issue a licence expiring 31 March 1990, subject to the conditions of licence stipulated in this decision and in the licence to be issued. This term will allow the Commission to consider the renewal of this licence at the same time as that of CFJP-TV Montreal and of the television network operated by the Four Seasons Television Network Inc.

The Commission notes that the applicant originally proposed to use an effective radiated power of 240 watts. Subsequent to the issuance of the Notice of Public Hearing, the applicant advised that it will now make use of an effective radiated power of 88.7 watts.

The Commission has taken note of the intervention submitted by Pathonic Communications Inc., objecting to the fact that this station might derive revenues from the sale of local and selective national advertising. It notes, nevertheless, that in its application the licensee indicated that no local advertising will be broadcast in the Rimouski market.

The licensee will be expected to adhere to the commitment noted above during the term of its licence. The Commission will wish to discuss with the licensee, however, its plans with respect to local production at the time of licence renewal.

|
It is a condition of licence that construction of the station be completed and that it be in operation within twelve months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
