Following a Public Hearing in Quebec City on 9 September 1986, the Commission approves the application for authority to acquire the assets of the broadcasting receiving undertaking serving Lachute and Brownsburg from Cablestrie Inc., and for a broadcasting licence to continue the operation of that undertaking.
The Commission will issue a Class 2 licence to the company to be incorporated upon surrender of the current licence. The operation of this undertaking will be regulated pursuant to Parts I and II of the Cable Television Regulations, 1986 (SOR/86-831 dated 1 August 1986). The licence will expire 30 September 1990, and will be subject to the conditions specified in the licence to be issued.
This authority will only be effective at such time as the Commission receives documentation establishing that the company has been incorporated in accordance with the application in all material respects.
The Commission has noted the new licensee's timetable for implementation of cable service to the east sector of central Brownsburg by the summer of 1987, to the rest of this community by the summer of 1988, and to the surrounding area by the summer of 1989. It expects the licensee to complete the extension of cable service to the entire area by the summer of 1988 and to provide the Commission with a report in this regard by 30 September 1987.
The applicant is authorized to distribute, without advertising material, the special programming service of Enfants-jeunesse (Télé des Jeunes). It is also authorized to distribute French television programming (TVFQ-99) on the basic service.
The Commission acknowledges the new licensee's plans for the development of a community channel and expects it to allocate more funds than proposed in the application to ensure that an adequate programming service will be provided.
In Decision CRTC 86-1132 dated 26 November 1986, the Commission authorized Cablestrie Inc. to increase the maximum basic monthly fee for this undertaking from $9.24 to $9.59 and the maximum installation fee from $25.00 to $30.00. The new licensee proposes to maintain these fees. The monthly fee of $9.59 therefore forms the base portion for the purpose of section 18 of the regulations.
