Following a Public Hearing in Vancouver on 8 July 1986, the Commission approves the application by Lucien Bélisle, representing a company to be incorporated for a licence to carry on a broadcasting receiving undertaking to serve Huntingdon. The operation of this undertaking will be regulated pursuant to Parts I and III of the Cable Television Regulations, 1986 (SOR/86-831 dated 1 August 1986). The Commission will issue a licence expiring 30 September 1990, subject to the conditions specified in this decision and in the licence to be issued.

This authority will only be effective at such time as the Commission receives documentation establishing that the company has been incorporated in accordance with the application in all material respects.

An intervention has been received from TVOntario objecting to the applicant's proposal to distribute TVOntario programming (CICA-TV Toronto) received via satellite. The Commission draws to the applicant's attention that, pursuant to the new cable television regulations and as set out in the list of Part III Eligible Canadian Satellite Services (Appendix to Public Notice CRTC 1986-183), the distribution of out-of-province educational services not receivable over-the-air is only authorized subject to the requirement that there be no objection on the part of the originating service. In light of TVOntario's objection, the Commission is not prepared to approve the proposed distribution of CICA-TV pursuant to a condition of licence since it does not consider that an exception is justified in this case.

The Commission acknowledges the applicant's plan for the development of a community channel and encourages it to promote community interest in, and access to, this channel for the production of local programming services that reflect the needs of the community.

It is a condition of licence that construction of the undertaking be completed and that it be in operation within twelve months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.

The Commission received an intervention from Allarcom Limited, licensee of CITV-TV Edmonton, opposing the proposed redistribution of CITV-TV in Huntingdon unless the applicant deletes from the CITV-TV programming service those programs that originate with Global Communications Limited for which distribution rights have been acquired by television stations serving the Montreal market. The Commission is satisfied that the proposed distribution of CITV-TV is in accordance with the Commission's regulations for Part III licensees and with its policy for the extension of broadcasting services to remote and underserved areas.
