Le 2 mai 2011, Distributel Communications Limited a écrit au Conseil demandant l'autorisation d'entrée en concurrence comme ESLC dans des circonscriptions supplémentaires.
Basé sur les informations fournies, en plus des circonscriptions précédemment approuvées, Distributel Communications Limited est autorisée à opérer comme une ESLC dans les circonscriptions ci-dessous. Distributel Communications Limited est rappelée qu'elle doit continuer de satisfaire aux exigences de la décision de télécom 97-8 et des obligations de la propriété et de contrôle canadiens prévues à l'article 16 de la Loi sur les télécommunications et des règlements connexes.
